Authorizes the Department of Agriculture and Consumer Services to enforce bedding regulations under Article 4H of Chapter 106 of the General Statutes.

Grants the Commissioner of Agriculture authority to place an "off sale" tag on improperly made, sanitized, or tagged bedding and prohibit its sale until violations are remedied and reinspection is completed.

Authorizes the Commissioner to seize and examine bedding, open seams to inspect filling, examine purchase and other records, and take samples for examination or evidence.

Grants the Commissioner of Agriculture the right to enter premises where necessary to enforce bedding regulations, with administrative search and inspection warrants obtainable under G.S. 15-27.2 if consent is denied.

Authorizes the Commissioner to institute civil actions for injunctive relief in superior court for violations of bedding regulations, effective December 1, 2016.
