H1086 - Refugee Resettlement Act of 2016

• Allows local governments (counties and cities) to request a moratorium on refugee resettlement by adopting a resolution documenting lack of capacity and adverse impact to existing residents.

• Requires local governments to hold a public hearing with at least 7 days' notice in a newspaper before requesting settlement of additional refugees or lifting a moratorium.

• Establishes that capacity to settle refugees must consider social services, healthcare, affordable housing availability, school system needs, and local labor market impact on existing workers.

• Requires the North Carolina Refugee Assistance Program to forward moratorium resolutions to the U.S. Department of State, which may suspend resettlement activities pending capacity determination.

• Appropriates $50,000 to the North Carolina Refugee Assistance Program for costs of administering the act.
