Requires the Department of Health and Human Services to submit annual reports for fiscal years 2015-2016 and 2016-2017 to legislative committees detailing Medicaid application processing timeliness by county and statewide metrics.

Establishes legal standards for Medicaid eligibility decisions: 45 calendar days for regular applications and 90 calendar days for applications requiring disability determinations, effective January 1, 2017.

Requires county departments of social services to meet average processing time standards (90 days for Aid to the Disabled category, 45 days for others) and percentage-processed-timely standards established by the Department.

Creates corrective action procedures when counties fail to meet processing standards for three consecutive months or five months in a 12-month period, with potential temporary assumption of Medicaid eligibility administration by the Department if corrective action fails.

Appropriates $300,000 in recurring state funds for fiscal year 2016-2017 to hire seven new Department positions (three Business System Analysts and four Human Services Evaluators/Planners) to support Medicaid eligibility monitoring and performance management.
