Reinstates reimbursement for state inmates housed in county jails who are sentenced to 90 days or less by reenacting G.S. 148-32.1(a) as it existed on June 30, 2009.

Increases the daily reimbursement rate for counties housing inmates, parolees, and post-release supervisees awaiting transfer to state prison from $40.00 to $42.00 per day.

Requires the Department of Public Safety to report annually by February 1 to the Joint Legislative Oversight Committee on Justice and Public Safety and the House and Senate Appropriations Committees on expenditures for reimbursing counties for prisoners awaiting transfer.

Becomes effective July 1, 2016.
