Appropriates $1,000,000 in nonrecurring funds for fiscal year 2016-2017 to the Office of Historically Underutilized Businesses for advertising and educational materials to enhance public awareness of North Carolina's HUB program.

Expands the Office's duties to include identification and recruitment of potential HUB businesses, assistance with certification processes, bid preparation support, and collaboration with state departments, agencies, universities, and community colleges.

Requires state entities assisting with HUB certification to also help identify and recruit potential historically underutilized businesses.

Directs the Office of Historically Underutilized Businesses to create a mentoring program for HUB businesses and report findings to the Joint Legislative Oversight Committee on General Government by November 1, 2016, evaluating internships, apprenticeships, networking, and job training programs.

Effective date: July 1, 2016.
