Requires the Department of Transportation to solicit at least three bids through public advertising when entering into contracts or agreements with private outside legal counsel.

Mandates awarding contracts to the lowest responsible bidder approved in accordance with G.S. 147-17.

Requires the Secretary of Transportation to maintain a public record of all bids submitted that is open to inspection after bids are opened.

Appropriates $5,000 in nonrecurring funds from the Highway Fund to the Department of Transportation for the 2016-2017 fiscal year to cover costs of public advertising required by the competitive bidding process.

Effective July 1, 2016, and applies to legal services solicited on or after that date.
