Appropriates $3,833,600 in recurring General Fund dollars to the State Board of Community Colleges for the 2016-2017 fiscal year for transportation grant funds for NCGAP (North Carolina Guaranteed Admission Program) participants.

Provides eligible full-time NCGAP community college students up to $3,200 for transportation costs in their first academic year and up to $3,200 in their second academic year.

Requires students to maintain at least 12 credit hours in the first semester to remain eligible for second semester funding in both years.

Establishes second-year eligibility requirements: students must maintain satisfactory academic progress per federal Title IV standards and complete a minimum of 24 semester credit hours by year-end.

Allows pro rata distribution of funds if insufficient appropriations exist for all eligible students, and permits unused funds to carry forward to the subsequent fiscal year rather than reverting to the General Fund.
