Revises and consolidates the charter of the Town of Mount Gilead into a single unified document replacing multiple prior acts dating back to 1899.

Establishes a council-manager form of government with a Mayor elected for two-year terms and four Commissioners elected for staggered four-year terms.

Provides qualified voters the power to recall elected officials through a petition signed by at least 25% of voters from the last municipal election, followed by a recall election.

Grants the Board authority to assess 50% of street and sidewalk improvement costs against abutting property without requiring a petition, subject to specific limitations and findings of fact.

Establishes procedures for collecting delinquent public enterprise service fees, including placing liens on real property and collecting through tax office mechanisms.
