Requires the Division of Motor Vehicles to offer voter registration to all eligible persons applying for original issuance, renewal, or correction of a driver's license or special identification card, changing "may" to "shall."

Mandates applicants attest they meet all voter eligibility requirements including U.S. citizenship, and indicate whether they affirmatively declined to register or update their registration.

Allows applicants to affirmatively decline voter registration; if they do not decline, applications must be forwarded to the appropriate board of elections within five business days.

Clarifies the Department of Transportation is not required to determine voter eligibility; applications are processed as submitted to the State Board of Elections and county boards.

Appropriates $250,000 to the State Board of Elections for fiscal year 2016-2017 to implement automatic voter registration, effective January 1, 2017 for elections, and July 1, 2016 for remaining provisions.
