Establishes a recall mechanism for members of the Stanly County Board of Education allowing registered voters to petition for removal of board members.

Requires recall petitions to be filed with the Board of Elections and signed by at least 15% of registered voters in the school administrative unit within 30 days of the initial affidavit.

Mandates the Board of Elections investigate petition sufficiency within 15 days and schedule a recall election between 60-90 days after certification if the petition is valid.

Removes an official from office if a majority of votes cast in the recall election are for recall; the vacancy is filled by appointment by the Stanly County Board of County Commissioners.

Prohibits recall petitions from being filed against an officer during the first or last six months of their term or within one year following a failed recall election.
