• Changes charter school state funding from a per-pupil allocation based on local school administrative units to a statewide allocation on the same basis as city school administrative units, with central office administration allotments of $140,000 for schools with 1,000 or fewer students and $400,000 for larger schools.

• Charter schools with fewer than 500 students receive half the Disadvantaged Student Supplemental Funding they would otherwise receive, and charter schools are no longer eligible for transportation or driver training allotments.

• Establishes new local funding mechanism where county boards of commissioners must appropriate per-pupil county funds to charter schools based on student residency, and allows counties to provide optional capital outlay funds through direct appropriations or bond issuances for charter school facilities.

• Requires charter schools receiving county capital funds to maintain at least 50% student enrollment from the county and to revert the facility to the county if enrollment falls below that threshold or the facility is no longer used for public school purposes.

• Appropriates $47,333,214 in recurring General Fund money for fiscal year 2016-2017 to implement the state funding changes, effective July 1, 2016.
