Increases North Carolina's minimum wage in phases: $10.00 per hour effective January 1, 2017; $12.00 per hour effective January 1, 2018; $14.00 per hour effective January 1, 2019; and $15.00 per hour effective January 1, 2020.

Beginning September 30, 2019, and annually thereafter, the Commissioner of Labor shall calculate an adjusted minimum wage rate using the Consumer Price Index (CPI-U) to account for cost-of-living increases, effective each January 1.

Modifies the tip credit for tipped employees, capping it at 50% of the minimum wage starting January 1, 2017, and requiring the minimum cash wage paid directly to tipped employees to reach $1.00 less than the full minimum wage by January 1, 2019, then increase annually until it equals the minimum wage.

Grants a five percent cost-of-living adjustment to state retirees effective July 1, 2016, with prorated adjustments for those who retired between July 1, 2015 and June 30, 2016.

Appropriates $210,000,000 from the General Fund and $6,400,000 from the Highway Fund for the 2016-2017 fiscal year to implement the retiree cost-of-living adjustment.
