Honors the life and memory of Earline W. Parmon, a former member of the North Carolina General Assembly who died on March 15, 2016, at age 72.

Recognizes her service in the House of Representatives for five terms (2003-2012) and one term in the Senate (2013-2014), including her work on racial justice, equality, education, and eugenics survivor issues.

Acknowledges her legislative achievements, including sponsoring the 2007 Silver Alert System for missing persons with dementia and chairing the Legislative Commission on Dropout Prevention that distributed over $48 million in funding from 2007-2009.

Notes her prior service as Forsyth County Commissioner (1990-2002), education consultant, and founder of LIFT Learning Center and Academy, as well as her work on civic boards and national legislative organizations.

Directs the Secretary of State to transmit a certified copy of the resolution to Parmon's family.
