Modifies G.S. 135-48.32 to require claims processor contractors to provide all claims processing data elements to the Plan, including provider identification and allowed amounts paid.

Amends G.S. 135-48.34 to exempt health benefit plan contracts from requirements of Article 3 of Chapter 143 and Parts 3 and 4 of Article 15 of Chapter 143B of the General Statutes.

Changes G.S. 135-48.47(b)(3) to allow local government units to determine employee premium contributions but cap them at premium amounts set by the Plan structure, effective January 1, 2017.

Adds new subsection (d) to G.S. 135-48.47 allowing local governments participating in the Plan as of April 1, 2016, to withdraw effective January 1, 2017, with notice required by October 1, 2016.

Creates new G.S. 135-48.49 assigning the Plan responsibility for IRC section 6055 reporting for retirees and direct bill members while requiring employing units to pay all costs for any reporting solutions provided by the Plan.
