Proposes a referendum in November 2016 for North Carolina voters to decide whether to limit marine net fishing in coastal waters.

Prohibits gill nets and entangling nets in coastal fishing waters for catching saltwater finfish, shellfish, and other marine animals.

Limits other net types to a maximum of 500 square feet of mesh area, restricts vessels to two unconnected nets, and restricts individuals not on vessels to one net.

Provides definitions for coastal fishing waters, entangling nets, gill nets, and mesh area calculations using standard mathematical formulas.

Appropriates $250,000 to the State Board of Elections for referendum expenses, effective July 1, 2016.
