Updates the IRS rates referenced for legislator travel allowances from December 27, 1993 rates to December 17, 2015 rates (IR-205-137) effective upon convening of the 2017 General Assembly.

Updates the federal per diem rates for legislator subsistence allowances from December 22, 1993 rates to September 1, 2015 rates (80 Federal Register 52753).

Increases the daily meal allowance for legislators traveling outside North Carolina within the United States from $26.00 to $59.00 per day, with actual lodging expenses reimbursed up to federal maximums.

Appropriates $1,400,000 from the General Fund to the General Assembly for the 2016-2017 fiscal year to cover increased legislator subsistence and travel allowances.

Implements the changes recommended by the Joint Legislative Program Evaluation Oversight Committee to align legislator allowances with current federal rates.
