Adds the City of Greenville to the list of North Carolina municipalities authorized to operate red light camera traffic control photographic systems under G.S. 160A-300.1

Municipalities may enter into only one contract for the lease, lease-purchase, or purchase of a red light camera system with a maximum duration of 60 months; after expiration, the system becomes municipal property or is returned to the contractor

Increases the civil penalty for red light camera violations from $75 to $100, with no points assigned to the driver's license or insurance record

Authorizes the City of Greenville and Pitt County Board of Education to enter into an interlocal agreement for cost-sharing and reimbursement related to the red light camera system

Most provisions effective July 1, 2016; penalty increase effective October 1, 2016 for violations committed on or after that date
