Requires county boards of elections to use the same 10-day timeframe for canvassing votes after all elections, eliminating the previous distinction between general elections in even-numbered years (10 days) and all other elections (7 days).

Allows county boards to hold the canvass meeting at a reasonable time after the 10-day period if initial vote counting has not been completed despite due diligence by election officials.

Maintains the requirement that canvass meetings be held at 11:00 A.M. at the county board of elections office, unless the county board unanimously designates another site within the county.

Becomes effective January 1, 2017, and applies to all elections held on or after that date.
