General Assembly pledges to uphold the Bill of Rights and North Carolina Declaration of Rights in accordance with the North Carolina Constitution and United States Constitution.

Honors the memory of Willie Jones of Halifax County and David Caldwell of Guilford County for their roles as anti-Federalists who insisted on a Bill of Rights before ratifying the U.S. Constitution.

Recognizes North Carolina's refusal to ratify the U.S. Constitution without a Bill of Rights guaranteeing freedoms and state sovereignty in matters not explicitly granted to federal government.

Notes that North Carolina ratified the U.S. Constitution on November 21, 1789, following the proposal of 12 Amendments in September 1789, which became the Bill of Rights when ratified on December 15, 1791.

Resolution becomes effective upon ratification.
