Establishes benefits for firefighters and rescue squad workers killed in the line of duty, providing $170/month to principal beneficiary for 300 months or until beneficiary's death, effective July 1, 2018.

Creates "normal retirement age" for public employees who became members on or after January 1, 2017, with different age and service requirements than existing members; generally requires age 50-65 with 5-30 years of service depending on job category.

Allows overpayments of retirement benefits to be offset against retirement allowances or returns of contributions across state retirement systems and disability programs.

Adds State Treasurer as ex officio chair of retirement system boards and authorizes market-oriented compensation plans for key retirement administration staff exempt from standard state human resources rules.

Establishes public access to certain member retirement file information (name, age, employment history, compensation) while maintaining confidentiality of medical and personal data; designates specific persons authorized to access confidential portions.
