Authorizes the Department of Transportation to prohibit truck traffic destined for a specific location from using Victory Church Road in Wake County and require use of an alternate truck route in Wake or Durham County.

Establishes seven conditions that must be met before restriction: road must be a secondary state road in a residential area with average daily traffic of 10,000 or fewer vehicles, have disproportionate truck traffic inconsistent with residential use, and the alternate route cannot add more than 15 miles to trips.

Requires the Department to investigate whether alternate routes exist with different land use and density characteristics, determine if the truck destination predates residential development, and notify all affected local governments before proceeding.

Mandates that all local governments whose jurisdictions contain either the restricted road or alternate route must request the designations by resolution of their governing boards for the restriction to take effect.

Applies only to Wake County and Durham County; becomes effective October 1, 2016.
