Amends the charter of the Town of Chadbourn to transfer appointment authority for the Town Clerk from the Town Manager to the Town Council.

Adds a new position of Finance Officer to be appointed by the Town Council, who shall serve at the pleasure of the Council and perform duties prescribed by Chapter 159 of the General Statutes and the Charter.

Maintains the Town Manager's authority to appoint the Tax Collector and other administrative officers and employees as authorized.

Effective upon enactment.
