Allows the State Board of Education to grant a waiver to Avery County Schools to set opening dates earlier than the Monday closest to August 26, if good cause is shown.

Permits Avery County Schools to open as early as the Monday closest to August 10 to accommodate makeup days for school closures.

Defines "good cause" as schools being closed 8 or more days per year during any 4 of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Applies exclusively to Avery County Schools beginning with the 2016-2017 school year.
