Disapproves rule 21 NCAC 16Q .0101 (General Anesthesia and Sedation Definitions) adopted by the North Carolina Board of Dental Examiners on December 12, 2015 and approved by the Rules Review Commission on March 17, 2016.

Disapproves related rules that were subject to delayed effective dates as of the Board's March 31, 2016 written statement to the Rules Review Commission.

Makes seven specific rules effective April 1, 2016 despite the general disapproval, including rules on evaluation procedures for anesthesia and sedation and adverse occurrence reporting.

Prohibits the North Carolina Board of Dental Examiners from enforcing three rules effective April 1, 2016 (nitrous oxide sedation, nitrous oxide monitoring, and non-delegable functions) and requires the Board to enforce the prior versions of those rules instead.

Effective upon passage, ratified June 16, 2016 and approved June 22, 2016.
