Proposes constitutional amendment to remove language prohibiting concealed weapon carrying, to be voted on in November 2016 general election with effective date of December 1, 2016 if approved.

Creates new statute allowing any U.S. citizen at least 21 years old to carry concealed weapons unless prohibited by law, with exceptions for felons, those with mental illness adjudications, drug users, and other disqualifying criteria.

Maintains restrictions on carrying concealed weapons in specific locations including state capitol, courthouses, schools, and private premises with posted prohibitions; enforcement-related exceptions apply to law enforcement, military, and designated officials.

Repeals existing concealed carry prohibition statutes (G.S. 14-269, 14-269.3, 14-269.4, 14-277.2) and establishes new Article 54C with offense classifications ranging from Class 2 misdemeanor to Class H felony depending on disqualifying status.

Continues optional concealed handgun permit system for reciprocity purposes when traveling and firearm purchases, with permit valid for five years statewide; permit requirements and denial criteria remain substantially unchanged.
