Amends the North Carolina Constitution to require prosecutors' consent (in addition to trial judges' consent) for defendants to waive jury trial rights in non-capital superior court cases.

Modifies G.S. 15A-1201(b) to add prosecutor consent requirement for jury trial waivers in criminal cases where the state is not seeking the death penalty.

Requires submission of the constitutional amendment to voters at the statewide general election in November 2016.

Amendment becomes effective December 1, 2016, and applies to criminal offenses arraigned in superior court on or after that date, contingent on voter approval.
