Requires all individuals staffing one-stop voting sites to meet the same qualifications and requirements as precinct officials appointed under G.S. 163-41, except they do not need to be residents of a specific precinct.

Clarifies that one-stop voting site staff members who are county board of elections employees must meet the qualifications outlined in the new subsection (a2) and receive training equivalent to full-time employees.

Maintains existing requirements for one-stop voting sites including State Board of Elections approval, adequate ballot security, political party observer provisions, and uniform days and hours of operation across all sites in a county.

Effective upon enactment.
