Establishes a 27-member Task Force for Veterans, Service Members, and Their Families within the Department of Administration, including 16 ex officio members from state agencies and 11 appointed members from government, veteran organizations, and the U.S. Department of Veterans Affairs.

Requires the Task Force to develop and implement a statewide strategic plan by January 15, 2016, addressing veteran services, benefits, and discounts across employment, education, housing, licensing, and recreation.

Mandates that all state agencies providing services, benefits, or discounts to veterans must collect and annually report data on the number of veterans served, funding sources, and outcome measures to the Task Force by September 1 each year.

Creates a 16-member Joint Legislative Veterans and Military Service Members Oversight Committee (8 from Senate, 8 from House) to monitor implementation of the strategic plan and report recommendations to the General Assembly, with the committee sunset on July 1, 2022.

Task Force must submit annual reports to the Governor and General Assembly by November 1 each year with recommendations for statutory, regulatory, or policy changes to improve veteran services.
