Requires the Department of Health and Human Services Division of Child Development and Early Education (DCDEE) and Division of Social Services (DSS) to develop a plan making child care subsidy cooperation with county child support services a condition of receiving payments.

Plan development must consider the number of cases to be referred, disparities between county-administered and vendor-contracted programs, information access between systems, IV-D versus non-IV-D case issues, and family impact with good cause exceptions.

Requires analysis of implementation costs including automation expenses to connect child care and child support payment systems, forms development, staff training needs, and coordination with existing systems like NC ACTS and NC FAST.

Plan must review policies and procedures for child care and child support coordination, examine other states' similar programs, and assess other public assistance programs requiring child support coordination.

DCDEE and DSS must submit a report with recommendations to the Joint Legislative Oversight Committee on Health and Human Services and Fiscal Research Division by February 1, 2016; becomes effective July 1, 2015.
