North Carolina Child Support Services Section (NCCSS) shall retain up to 15% of annual federal incentive payments to enhance centralized child support services, with the remainder allocated to county programs.

NCCSS must allocate at least 85% of federal incentive payments to county child support services programs and examine current distribution methodology to determine if an alternative formula would be appropriate.

County child support services programs must submit annual plans describing how federal incentive funding will improve program effectiveness and efficiency, and provide annual reports documenting how funds were spent and results achieved.

NCCSS shall submit a progress report to the Joint Legislative Oversight Committee on Health and Human Services and Fiscal Research Division by November 1, 2015, then submit annual reports thereafter describing how incentive funds enhanced services.

The bill becomes effective July 1, 2015.
