Expands eligibility to enroll employees and dependents in the State Health Plan for Teachers and State Employees to include Caldwell, Haywood, Madison, and Yancey Counties in addition to Montgomery County.

Adds 11 towns to the eligible list: Burnsville, Canton, Clyde, Granite Falls, Hudson, Maggie Valley, Rutherfordton, Sawmills, Spindale, Valdese, and Waynesville, retaining Elizabethtown and Matthews.

Authorizes two cities (Lowell and Morganton) to enroll their employees and dependents in the State Health Plan for the first time.

Requires participating local government units to comply with State Health Plan provisions and policies; participation is not guaranteed.

Effective July 1, 2015.
