Rescinds all previous applications made by the North Carolina General Assembly to Congress to call a constitutional convention under Article V of the U.S. Constitution, whether for limited or unlimited amendments.

Urges legislatures of all other states that have applied for constitutional conventions to repeal and withdraw their applications.

Cites concerns from former Supreme Court Justice Arthur J. Goldberg and constitutional scholars that a convention could propose sweeping changes to the Constitution beyond stated limitations.

Directs the Secretary of State to send certified copies of the resolution to all state secretaries of state, state legislative presiding officers, Congress members, and the U.S. General Services Administration.

Effective upon ratification.
