Increases the maximum scholarship amount from $3,000 to $4,000 per semester for eligible students with disabilities.

Changes scholarship payment method for tuition by requiring parents or guardians to restrictively endorse funds in person at the school site, prohibiting designation of school representatives as attorneys-in-fact.

Removes tuition from the reimbursement process and creates a separate tuition endorsement system for enrollment in eligible public or nonpublic schools.

Requires the Authority to adopt rules within 60 days providing for pro rata return of scholarship funds if a student withdraws before semester completion.

Applies to scholarships awarded for the 2015-2016 school year and beyond.
