H138 - Arts Education Requirement

• State Board of Education must modify high school graduation requirements to include one required credit in arts education completed in grades six through 12.

• Implementation begins with students entering sixth grade in 2018, with phased-in implementation procedures to be established by the State Board.

• Students transferring to North Carolina public schools in ninth grade or later may be exempt from the requirement if it would prevent them from graduating with their assigned cohort.

• State Board must establish minimum criteria to meet the arts education requirement and procedures for phased implementation.

• State Board must report to the Joint Legislative Education Oversight Committee by December 15, 2018 on implementation of comprehensive arts education components (arts education, arts integration, and arts exposure) and the graduation requirement.
