Authorizes cities in qualifying counties to undertake flood reduction activities within stormwater management programs, including purchasing flood-prone properties for demolition and implementing damage reduction techniques on private property.

Cities may elevate structures, demolish flood-prone buildings, or retrofit structures on private property only with written owner consent and after city council approves a policy document establishing specific requirements.

Requires cities to demonstrate that improving the stormwater system is not practical or cost-effective before implementing private property improvements, which must be the minimum necessary to achieve stormwater benefits.

Mandates that property owners must contribute financially to flood reduction projects and reimburse the city if the property sells within five years, with reimbursement calculated as the difference between pre-improvement fair market value and sale price, capped at city funding amount.

Applies only to cities located in counties with a population of 275,000 or greater that contain at least one city with a population of 225,000 or greater; requires a stormwater advisory committee to review and approve all flood damage reduction projects and submit annual reports to city council.
