Increases the Charlotte Civil Service Board from seven to nine members, with six members appointed by the Council and three by the Mayor.

Changes the quorum requirement from three to five members for the nine-member board.

Allows the Council discretion to further increase board membership to 11 members (seven appointed by Council, four by Mayor), with six members constituting a quorum for an 11-member board.

Permits the Council to reduce an 11-member board back to nine members at any time.

Eliminates references to "alternates" in appeal hearing procedures, requiring termination hearings to use a five-member panel and suspension hearings to use a three-member panel.
