Makes base budget appropriations for state departments, institutions, and agencies for the biennium ending June 30, 2017, from the General Fund, State Highway Fund, and State Highway Trust Fund.

Appropriates federal block grant funds for the fiscal year ending June 30, 2016, for DHHS and NER block grants.

Establishes that appropriations are for maximum amounts necessary to provide services, with any unused funds reverting to the appropriate fund at fiscal year end.

Incorporates the State Budget Act (Chapter 143C of the General Statutes) by reference and reenacts its provisions.

Becomes effective July 1, 2015, with textual provisions applying only to the 2015-2017 fiscal biennium unless indicating intent for longer effect.
