Urges Congress to maintain funding for the federal Health Center Program, which was facing a 70% reduction in funding beginning October 1, 2015.

Identifies that the funding cut would result in loss of access to care for approximately 86,000 North Carolina patients and potential closure of community health center sites.

Notes that North Carolina's 34 community health centers serve over 454,000 people through 1.5 million annual patient visits and employ 2,900 people generating $359 million in economic activity.

Directs the Secretary of State to transmit a certified copy of the resolution to members of North Carolina's congressional delegation.
