Removes the North Carolina Association of County Fire Marshals from the State Fire and Rescue Commission membership structure and adds one representative from the North Carolina Chapter of the International Association of Arson Investigators.

Maintains the Commission at 15 voting members appointed by the Commissioner, Governor, and General Assembly from various fire service and emergency management organizations.

Removes the requirement that public members cannot be directly involved in fire fighting or rescue services, allowing only the restriction that they cannot be employed in State government.

Clarifies that the Commission has authority to issue, deny, suspend, revoke, or take similar actions regarding certifications for minimum professional qualifications it establishes.

Effective July 1, 2015, for new Commission appointments and changes; updates terminology from "chairman" and "vice-chairman" to "chair" and "vice-chair."
