Removes restrictions on opening and closing dates for the Chapel Hill-Carrboro school administrative unit, eliminating requirements that opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11.

Eliminates provisions allowing the State Board of Education to waive opening date requirements for schools that have experienced eight or more closures per year over any four-year period in the prior decade.

Removes exemptions previously granted to schools operating under modified calendars as of the 2003-2004 school year.

Applies only to the Chapel Hill-Carrboro school administrative unit, not to other school districts in North Carolina.

Becomes effective upon enactment and applies beginning with the 2015-2016 school year.
