Allows local boards of education in Randolph County, Moore County, and Asheboro City to set school opening dates as early as August 1 instead of the previous requirement of no earlier than the Monday closest to August 26.

Permits local boards to schedule school opening and closing dates to coincide with community college calendars serving their respective cities or counties.

Requires first semester examinations to be given before winter break.

Eliminates previous provisions allowing the State Board of Education to grant waivers for early opening dates based on weather-related closures.

Effective beginning with the 2015-2016 school year and applies only to Randolph County, Moore County, and Asheboro City school administrative units.
