Opens enrollment in the State Health Plan for Teachers and State Employees to any local government unit (previously limited to Montgomery County and the towns of Elizabethtown and Matthews).

Requires participating local governments to pass a resolution, enter into a memorandum of understanding with the Plan, and provide at least 90 days' notice with requirements completed 60 days prior to entry.

Caps total enrollment of local government employees and dependents at 10,000 individuals and limits participating local governments to those with fewer than 1,000 employees and dependents in health coverage.

Maintains premium rates for local government employees at the same level as state employees on a fully contributory basis, with local governments paying all premiums directly to the Plan.

Authorizes Pioneer Springs Community School (a charter school in Charlotte) to elect participation in the State Health Plan by 30 days after the act's effective date, notwithstanding prior time limitations.
