Establishes a statewide North Carolina Press Association Internet website as a backup repository for legal notices if a newspaper cannot publish them online for any reason.

Allows newspapers to provide free email notification to subscribers when legal notices are published, though email notification for multiply-published notices applies only to the first publication.

Treats errors in online placement of government legal notices as harmless if the government entity also publishes the notice on its own website; becomes effective October 1, 2015.
