Creates new Article 29E in Chapter 115C establishing student safety requirements in athletics, including sudden cardiac arrest education, concussion safety protocols, and emergency action plans for middle and high schools.

Requires State Board of Education to develop guidelines and educational materials on sudden cardiac arrest awareness; mandates students' parents sign acknowledgment forms and students complete heart history questionnaires before athletic participation.

Requires coaches to complete and maintain CPR certification from State Board-approved providers before being eligible to coach any athletic activity.

Maintains existing concussion safety requirements including annual information sheets for coaches, athletes, and parents; removal from play if concussion symptoms appear; and clearance from qualified medical professionals before return to participation.

Requires middle and high schools to develop written, venue-specific emergency action plans reviewed by licensed athletic trainers, approved by principals, and rehearsed annually by all athletic personnel and first responders; effective beginning 2016-2017 school year.
