Requires handicapped vehicle owners who qualify for a distinguishing license plate to receive one removable windshield placard.

Changes the provision from permissive ("may") to mandatory ("shall") for issuing windshield placards to eligible handicapped vehicle owners.

Distinguishing license plates continue to be issued at the standard fee applicable to all license plates.

Becomes effective July 1, 2015, and applies to distinguishing license plate applications received on or after that date.
