H180 Summary: Legislative 4-Year Terms

• Changes North Carolina legislative elections from biennial (every 2 years) to quadrennial (every 4 years) for state Senate and House members, effective with members elected in 2020.

• Aligns elections for Sheriffs, Clerks of Superior Court, and District Attorneys with statewide U.S. House of Representatives elections rather than General Assembly elections.

• Limits Speaker of the House to no more than two consecutive regular sessions and limits Senate President Pro Tempore to no more than two consecutive regular sessions, effective January 1, 2021.

• Both the 4-year term amendment and leadership term limit amendment require voter approval at the November 2016 general election.

• Designates that the State Board of Elections must certify approved amendments to the Secretary of State for enrollment in permanent records.
