Authorizes charter schools that opened as elementary schools in 2014-2015 to expand and add grade 6 middle school classes during the 2015-2016 school year.

Expansion is limited to charter schools located in counties meeting all three criteria: adjacent to a county with a major military installation, population greater than 100,000 per 2010 Census, and population growth exceeding 8% since 2010.

Targets rapidly growing populations near military installations to address school capacity needs in specific regions.

Takes effect upon becoming law.
