Repeals Article 2E of Chapter 136 of the General Statutes, which governed the transportation corridor official map act.

Removes references to roadway corridor official maps from G.S. 47-30(l) regarding registration of highway right-of-way plans.

Repeals tax-related provisions in G.S. 105-277.9, G.S. 105-277.9A, and subsection (m) of G.S. 105-296 associated with the map act.

Repeals G.S. 160A-458.4 and subsection (c) of G.S. 161-14 related to the transportation corridor official map requirements.

Requires the Department of Transportation to study and report on a new land acquisition process for highway construction within six months, consistent with the North Carolina Court of Appeals decision in Kirby v. NCDOT.
