Repeals sections G.S. 125-11.13 and 143-170.5 requiring state publications of historical importance to be printed on alkaline (acid-free) paper and removing annual designation and compliance reporting requirements.

Repeals the First Flight Centennial Commission (G.S. 143-640 through 143-643).

Repeals the North Carolina Postal History Commission (G.S. 143-675 through 143-679).

Repeals the America's Four Hundredth Committee (G.S. 143B-85 and 143B-86) and the John Motley Morehead Commission (G.S. 143B-111 through 143B-115), with the Department of Cultural Resources becoming the successor in interest to the Morehead Commission.

Removes references to multiple obsolete commissions from G.S. 143B-51 (functions of the Department of Cultural Resources) and G.S. 143B-53 (organization of the Department).
