Environmental Review Commission shall study aggregate groundwater and surface water uses in the Cape Fear River Basin across 23 counties, including current conditions and 50-year projected demands.

Study must evaluate water supply adequacy for long-term needs, identify areas with unsustainable water supplies, and assess potential conflicts among water users with recommendations for enhanced coordination.

An enhanced review focusing on Brunswick, New Hanover, and Pender counties shall address increased groundwater demands and limited surface water options in that region.

All study information and analytical tools shall be made available electronically on the Department of Water Resources website for public review and use.

Rules Review Commission may retain private counsel at its discretion when sued by another state agency, with the Commission chairman designating lead counsel to direct representation and defense efforts.
